Not everyone has what it takes to run their own ship- and a ship needs more than just a captain to keep things running smoothly!
Captains and ships with crew come on a one-to-one basis, and each crewed ship will have it's own subforum.
A note: It doesn't make much sense for a character to jump from ship to lair to brothel if the main crew is supposed to be flying miles away over the ocean. As a ship captain, you'll be influencing the plot and affecting other people's characters, so please keep that in mind.
as an internet rp there is some leeway for handwaving, but don't abuse this too much.

Pirate Captains Own their own ship and can recruit or kidnap people to be on their crew. Each pirate crew may be a part of a larger pirate group or alliance, or be independent of other pirates.
Airforce Captains Part of the military, an Airforce captain is mostly independent but must answer to the Home office. May choose their own crew, but the home office can place new recruits where they're needed. The airforce often has better/ newer ships than the pirates because the military pays for their upkeep.
Merchant Owners Owns their own ship and keeps a crew.
It's very expensive and exhaustive, but the rewards can be huge.
Merchants/ Couriers Owns their own ship, but runs it by themselves or with an assistant. The ships are usually much smaller. It's cheaper than a huge ship with a full crew, but more risky as they're an easier target.
Couriers with their own ship can make more reliable runs to more places, but again they're more easy to target.
